Recommendations from the NGO Preparatory Meeting
for the Tolerance Implementation Meeting on Promoting Inter-Cultural,
Inter-Religious and Inter-ethnic Understanding
Almaty, 12-13 June 2006
Introduction
· We are grateful for the efforts of the Chairmanship to have initiated a
forum to prepare recommendations for the Tolerance Implementation Meeting;
· We thank the initiative of the Chairmanship to offer the opportunity to
two Delegates of civil society to give keynote speeches, and in particular
to present the conclusions and recommendations of the Preparatory Meeting
and we recommend that this initiative be institutionalized in future OSCE
conferences and meetings.
Areas of concern
· We remind the PS of the OSCE to avoid double standards in assessing the
human rights situation in PS of the OSCE;
· We remind the PS of their existing commitments to safeguard the right of
freedom of religion or belief;
· We remind the PS that the obligation to protect their citizens against
terrorism does not justify curtailments of freedom of religion or belief,
freedom of association, freedom of assembly, freedom of speech or other
human rights.
Recommendations
· We recommend that dialogue initiatives emanating from civil society be
acknowledged and supported by OSCE institutions and supported by the OSCE at
a political level;
· We recommend that the OSCE engage more actively in supporting civil
society in strengthening their dialogue with and relations to State
authorities, in particular through establishing local, regional and national
consultation mechanisms;
· We remind the PS to adhere to their commitments to guarantee freedom of
assembly and recommend that existing commitments be further elaborated. We
recall that registration laws should provide for the offer of legal
personality and must never be a legal requirement (for those communities who
choose not to register);
· We encourage the OSCE to facilitate the establishment of consultation
mechanisms for ombudsmen and civil society in order to foster the exchange
of information and the sharing of best practices in areas where such
mechanisms are not currently in place;
· We recommend that PS adopt and where necessary strengthen comprehensive
antidiscrimination legislation and pursue antidiscrimination policies
proactively;
· We recommend that the OSCE PS strengthen the implementation of the body of
commitments respecting the linguistic and cultural heritage of minorities in
order to safeguard against discrimination of these grounds;
· We recommend that OSCE PS intensify efforts to implement programmes and
support projects emanating from civil society aiming to promote equal
opportunities and eradicate discrimination against Roma and Sinti especially
in the CIS;
· We recognize that political representatives have a moral imperative and
social responsibility to speak out against hate-motivated acts and
incidents, and to avoid the use of intolerant and inflammatory statements
which may incite prejudice, hatred or hostility against individuals or
groups on the basis of race, ethnic origin, religion or belief, sexual
orientation or disability;
· We recommend that the PS and OSCE institutions foster an awareness by the
media of their political, social, societal and ethical responsibility to
prevent discriminatory and inflammatory public discourse;
· While recognizing specificities among different cultural, ethnic, ethic,
religious and other communities, we recommend that the OSCE, in
acknowledging the added value of coalition work, support the activities of
existing networks fighting intolerance; and encourage the establishment and
the development of regional coalitions (inter-faith, inter-cultural and
inter-ethnic) throughout the OSCE region;
· We recognize the need for the development of a database compiling
illustrations of good practices on coalition building, highlighting
successful examples of inter-cultural, inter-ethnic and inter-religious
coalition projects aiming at increasing the level of trust between groups;
· We recommend that the PS and the OSCE institutions acknowledge the
specific asset of youth engaged in the fight against intolerance, encourage
and facilitate its involvement in decision making process; build the
capacity of youth organizations and leadership and seek close cooperation
with the initiative of the CoE;
· We recommend that the OSCE institutions facilitate the emergence of a
youth forum on tolerance, non discrimination, mutual respect and
understanding. Such a youth forum should be empowered to make
recommendations on these issues;
· We recommend that the OSCE PS strengthen their efforts to develop and
promote a greater awareness and understanding of different religions through
education and training programmes with the aim of safeguarding against
discrimination on religious grounds;
· We recommend the existence of multiple identities as a wealth and as a
catalyzing force for cooperation and dialogue. We therefore recommend that
the OSCE PS engage in education on ethnic diversity with the aim of
safeguarding against political and societal discrimination.
Final synthesis
Seminar on Peace building and conflict prevention in the Caucasus
35 participants from 5 countries (Armenia, Azerbaijan, France, Georgia and
Russia) were gathered from October 24th to 28th in Tbilisi (Georgia) for an
international conference on peace building and conflict prevention in the
Caucasus region.
The participants were coming from all the regions of the Caucasus: Armenia,
Azerbaijan, Georgia, including Abkhazia and South Ossetia, and the
Federation of Russia (Dagestan, Chechnya…). They are members of various NGOs
active in fields as diverse as education, women’s issues, conflict
resolution, Human Rights, assistance to IDPs or refugees and people in need,
etc.
The participants achieved to arrive to Tbilisi, despite the fact of the
closing of boarders between Russia and Georgia. We believe strongly that
members of civil societies should not be prevented to communicate, including
in situations where politicians are not willing to solve tensions between
countries.
Participants are members of civil societies, because we believe strongly
that peace has to be built up from below, that everywhere one could meet
local peace actors, that all these individual persons should be integrated
in peace building and that a comprehensive peace should be promoted with
them and through them. We believe strongly that peace issues in the region
are global, so the solutions for implementing and building peace should also
be global, tackling issues of the north as well as the south Caucasus. We
believe that a comprehensive peace requires also respect for Human Rights,
freedom of expression, freedom and protection for journalists, etc…
The methodologies used during the conference were the following: visit of
projects implemented in Georgia, exchange of good practices, getting
acquainted with resources and tool books, and common reflection.
The conference was inaugurated by the president of Caritas Georgia, Bishop
Pasetto, and M. JP Richer, president of Caritas France, the two NGOs
conveners of the conference.
This conference on peace was the second of a series. The first one was held
in November 2004 in Kislovodsk (Russia). The participants are hoping to
strengthen their mutual links, to help each other in advocating for conflict
resolution and peace building. They have stressed the importance of having
the freedom in each country to establish NGOs and to implement their
actions.
The participants stressed the importance of being sensitive to conflicts, it
means the capacity of our organisations to understand the context in which
they operate, to understand and foresee the interaction between the
intervention of our NGOs and this context, and to act upon this
understanding in order to avoid negative impact and maximise positive impact
of the actions on the context.
In whatever activities our NGOs are implementing, we should introduce a
dimension of peace, according to this conflict sensitivity we have to
increase, besides the fact that some NGOs are developing specific peace
building projects and/or conflict prevention actions.
The participants stressed the importance for NGOs to work together in
networks because they are experimenting that networking and working in
coalition bring an added value: knowledge and expertise can be transferred,
resources can be put together, creativity can be fostered, mutual support
can be given… It is also time to reactivate the already existing pan
Caucasus networks. In current situation of many of the involved countries,
these mutual support and regional cooperation are heavily required.
The participants stressed the importance of advocating and lobbying for
their concerns and field of activities. Advocating means speaking to defend
those who deserved to be, those who, whatever the reason, have difficulties
to raise their own voice, in particular women, IDPs, refugees, children,
trafficked human beings, families of victims and missing persons, ex
combatants, etc. The efficiency of advocating and lobbying is reinforced by
implementing these activities through coalition of NGOs, and much more
through international coalitions. Advocacy should be developed at the same
time at all levels, local, national, regional and international. In
particular, when it comes to try to advocate and lobby national governments
and international institutions like Council of Europe, OSCE, UN Council of
Human Rights, etc, it is extremely important to coordinate the actions of
local NGOs, rooted in small local communities, with international NGOs which
have an easier access to international bodies.
The participants agreed to reinforce their mutual links, through
communication, sharing information and resources, and cooperation. Some
common projects could be developed in future, for instance:
- in the field of NGOs dealing with missing persons ….preparing a report on
the situation of missing persons, with the results of previous actions,
monitoring the current status of affairs, stressing the role of NGOs…
envisaging cooperation with others bodies, others NGOs, specially ICRC and
special reporter of the UN Council of Human Rights… organising public
actions in all parts of the region to let know the situation of missing
persons, so to collect histories of concerned persons, engaging well know
people and medias for public relations…
- in the field of IDPs, with a focus on women : establish a center around
the issue of psychological rehabilitation of women, with branches in all sub
regions; joining an already existing network of anti trafficking NGOs;
stressing the specific situation of elderly women…
- in the field of bettering the neighbourhood relationships in the region… a
first series of actions could be developed in the field of culture (a
meeting of teachers to envisage how they teach national history); joint
production by journalists from various countries, joint media production
shown in various countries ; mutual visit to see how to better relationship
between neighbours; rehabilitation at the psychological level after wars,
exploring the history of war crimes, collecting testimonies of suffering of
people; etc.
The participants decided to keep contact, reinforce common cooperation, and
meet again in a foreseeable future in a relevant venue in the region.
Virtual communication is an asset of current times, but physical meeting and
personal mutual knowledge and sharing are necessary to give a human face to
our virtual globalised world.

Вот и вернулся после всех перипетий последних лет.
За это время я достиг своей мечты и снова оказался у обочины, пристрастился к наркотикам и бросил, также много выпивал и тоже бросил.
В принципе нынешнюю запись оставляю только для активизации дневника. Далее более подробно опишу прошедшие события и более регулярно буду посещать живой журнал.

Я тут
Я еще живой и живой потому, что злой. Вчера и сегодня меня состояние злобное. Все хочется написать что-нибудь приятное,, но житейские проблемы мешают расслабится. Я верю, что придет время и сотворю очень интересную и приятную вещь. К моей великой радости у меня появляется мечта и цель к которой надо стремиться, а значит есть для чего жить на этом свете.

Новая Жизнь
Сегодня решил начать новую жизнь.
И решил ее с одного проекта, точнее женитьбы на одной девушке, которую повстречал 4 дня назад. Честно говоря для меня это не совсем нужно, но учитывая обстоятельства в которых нахожусь и дабы развеять всякие неприглядные помыслы обо мне я решился на этот шаг. В принципе ничего я не теряю, а наоборот приобретаю и поэтому я с удовольствием иду на это. И потом я уже давно знаю, что что-то надо менять в моей жизни и надеюсь этот проект изменит мою жизнь к лучшему.
Цикличность происходящего продолжается и новые планы мне нравятся.
Завершился очередной год. Год в котором я прозябал и который на равне с тем, что принес мне некоторое понимание власти, принес и много понимания ничтожности человеческой жизни. Я в принципе понимал это и раньше теоретически, на практике тоже познал.
Теперь главное сделать все красиво и стильно.

Формы одолевали
Меня одолевают формы, содержания не вижу в этом мире. Знаю что все это лишь формы, а сущность очень глубоко и очень далеко обессиливает внутренне состояние души. Из такой прострации исходят пассивность и невезение. Это как в футболе надо играть в мяч так и в жизни надо жить формами, для того чтобы быть успешным и интересным.

Ожидание
Всегда тяжко ожидать чего-нибудь. Особенно сейчас, когда мне нужно определяться. В принципе я сделал свой выбор и нужно только найти то, что мне нужно. Завтра должна состояться встреча от которой может все измениться.
В целом меня нужно приводить в сознание. Кто это сделает очень трудно сказать. Наверно кроме меня самого во мне самом никто не разберется. И вообще мне надоело заниматься самокопанием.
Лучше заняться чем то более интересным. Политика тоже надоела, там все одно и то же просто меняются актеры.

Бестолково проходят мои дни.
Все хочется сделать что-то историческое, а что сделать не знаю. Надо придумать себе занятие.
Надо наладить новые контакты.

Маюсь
Как много ошибок я совершил за свою жизнь. Сейчас анализируя свое прошлое, я прихожу в ужас, и этот ужас не такой как бывало раньше. Если раньше у меня оставались силы и надежды на будущее, то сейчас они почти иссякли. Однако набирая этот текст я прихожу к выводу, что еще не все потеряно и я могу воскреснуть и могу сотворить то, что нужно. Как сказакла одна моя подружка, я становлюсь мужиком. Тем более, что через месяц юбилей.
Надеюсь, что этот кризис пройдет скоро и все будет нормально.

Новости последних дней
Тетя по имени Земфира была раздавлена стеной, снесенной разрушителем стен. Она находилась возле стены, когда бульдозерист или как его там разрушал стены. Из-за ее смерти духовенство оказалось готовым заплатить 200 000 долларов за ее квартиру. До этого они давали 120 000.
Дядю по имени Джафар ограбили ночью. Отобрали 95 000 долларов наличными и на 100 000 долларов драгоценностями. Все произошло из-за отсутствия щеколды на двери. Его вместе с женой загнали в ванную или туалет и обчистили. Грабителей было двое в масках.
Младшего брата Джамиля забрали в армию. Недавно принял присягу, 19 августа. На церемонию ехали трое и не смогли вытащить его на пару дней в Баку.
Смотрел фильмы про Маннергейма, Кадырова и сегодня взял диск про третий рейх: Архитектор Судного Дня. До сих пор еще не посмотрел.
Спартак вышел в финальную часть Лиги Чемпионов. Будет за кого болеть.

Искусственно создаю себе задачи на день. И планирую их сделать. Сейчас ощущаю себя как очень давно, когда каждый день, каждое мгновение своей жизни считал самым дорогим и стремился выполнить что-то новое чего-то добиваться. Так и сейчас стараюсь делать что-то новое и чем-то занять самого себя.
Стал с интересом относиться к женскому полу, начал замечать красоту девочек. Вчера например по телику видел красивую, фигуристую девочку и не одну и сегодня тоже. Сегодня же видел красивых девочек несколько. Жаль что не могу их иметь сразу, нужно ухаживать за ними.
Джамиль оказывается перед уходом в армию взял у Эльбруса 6 шириков в долг. Он мне вчера сказал и сегодня напоминал об этом. Также сегодня ко мне пристал опять этот мудила таксист про свои 2 ширика. Подружка заказала мастера по ремонту обоев. Я должен на следующей неделе оплатить его услуги - 50 долларов. Другая подружка хочет подарить мне шмотки. А вообще через месяц у меня день рождения, даже Юбилей. Исполняется 30 лет. Ужас.

музыка меня восстанавливает. таблетки феназипама тоже делают свое благотворное влияние. на небе только и разговоров что о море и о закате, а мы проводим наши дни в мелких суетах и в решении дешевых проблем.
мало видел в этой жизни, опять хочу на самолет полететь выше облаков, поймать удовольствие от возвышенности. от нахождении себя маленькой песчинкой в в облаках и в то же время чувствовать свое величие от того что можешь пархать высоко и вольно. когда нибудь я полечу в космос и посмотрю на нашу планету из далека.

сегодня сделал рекорд для подружки о котором она давно мечтала. Я думаю утром она будет на седьмом небе. Я рад за нее и рад, что смог сделать для нее это.
Относительно второй своей подружки решил ее бросить и она сама если не будет делать то, что мне нужно , окончательно меня потеряет.
Было хреновго сегодня. ПОзвонил своему старому другу и очень рад что он меня вспомнил и тоже захотел со мной встретиться.
Перестал состовлять план действий для себя. надо каждый день что-то готовить или к чему то готовиться.
Хабил меня сегодня соблазнил, подлец на рюмку водки. Я выпил только из-за дня рождения ее дочьки, ей 3 года. Из-за этой рюмки не дополнил рекорд подружки.
Сборная Азербайджана недоделанная в Баку сыграла в ни чью с Казахами - 1 -1 . позоро очередной.

Маюсь опять
Вот осталось 4 дн уже три дня до дня рождения, а у меня настроение совсем не праздничное. Какое-то оно не понятное, все не вроде нравится и вроде не нравится, короче у меня раздвоение личности. Сегодня видел как зарезали быка, заснял на мобилу, потом наизнанку одел куртку, потом не знаю, хреново и вроде не хреново. понять очень трудно, но мне интересно. Увеличил свой рекорд до неузнаваемости. вряд ли кто то достигнет меня. Теперь осталось одно обогнать еще одного нчеловека и я сделал себе подарок на д. р. А пока скукотища и тоска, пойду еще валерьянки выпью.

Закрыли Реальный Азербайджан, читать больше не чего. ПОследний глоток чистого воздуха перекрыли. Уезжать надо из Азербайджана. Не хочется, но видимо придется, депутатом не избрали, чтиво отобрали, смотреть тоже не чего. Загниваем, а народ весь балдеет от всяких зрелищ и избытка хлеба. Думать у нас остается не кому.
